Judy Murray insists the aim is still promotion despite naming a youthful British team for the Fed Cup Europe-Africa Zone Group I tie in Hungary in February.
Laura Robson and Johanna Konta have been retained by captain Murray from the team that lost the World Group II play-off against Argentina last April.
In come Heather Watson, who missed the Argentina tie through illness, and debutant Tara Moore following the retirement of both Elena Baltacha and Anne Keothavong.
All four are under the age of 22 but Murray has every confidence that they can perform at the Syma Sport and Event Centre in Budapest next month.
“I have named a very young and promising team. All are 22 or under and that bodes well for the future,” she said.
“The Euro Africa Zone is notoriously tough to get out of but we have managed to reach the World Group II play-offs for the last two consecutive years.
“Our aim in 2014 is to win through to the World Group II which would give us a number of home and away ties and that would really help us to promote women’s tennis through this fun team competition.”
